Has the NHFD ceased to operate ?&lt;br /&gt; &lt;br /&gt;Testing determines a list from which promotions or hiring are made and nothing more. It establishes a list only. No test in the world can determine the ability to operate under emergency situations or the ability to lead someone.&lt;br /&gt;&lt;br /&gt; It is too easy to say discrimination does not occur. Does it happen to both Whites &amp;amp; non-whites ? Of course. I feel it will never stop. It is human nature to feel comfortable with ones own and too easy to blame others unlike ourselves for societies problems. &lt;br /&gt;&lt;br /&gt; How many people claim equality and yet they really have know clue what that really means ? Equality, to me, will be attained when all Americans have the same opportunity . Things such as schools. &lt;br /&gt;&lt;br /&gt; I hear everyday people, and in particular non-colored people, write, say, &amp;amp; publish how we are all afforded the same chances and yet they have never attended the average  inner-city school and witnessed what is called &amp;quot;education&amp;quot;. the biggest fraud being committed.&lt;br /&gt;&lt;br /&gt; All things start in the home and parents bear the most responsibility for their kids but I ask you if you grew up in the average American City would you still feel the same ?&lt;br /&gt;&lt;br /&gt; How many people now say &amp;quot;Well discrimination is a thing of the past because we have a black president&amp;quot; ?  He&amp;#39;s of mixed-heritage and was educated in elite schools but in this country let&amp;#39;s not forget that when you&amp;#39;re born if you have &amp;quot;minority&amp;quot; blood,then you are considered to be of that group. Is that not discrimination in itself ?&lt;br /&gt;&lt;br /&gt; The city of New Haven should have just promoted those guys and the FireBirds should encourage members seeking promotion to study harder but please do not be one of those people who claim to be open minded but then group all minorities into the same group.
